The incident in Arizona is part of a disconcerting trend involving the for-profit prison industry nationwide, and a plague on the state that garnered media attention during the SB 1070 “papers please” controversy that highlighted the use of prison employees in law enforcement operations. It is disturbing enough that private corporations are making major inroads into the penal system and profiting from taxpayer dollars, but using them in law enforcement capacity involving public school students borders on misappropriating public funds and conflict of interest.
In an Arizona city, Casa Grande, a private corrections corporation extended their reach into classrooms when they assisted local law enforcement agencies during a drug raid at Vista Grande High School. The principal, Tim Hamilton ordered a “lock down” of all 1,776 students for the first drug sweep in the school’s history. Hamilton described the lock down as a case where “everybody is locked in the room they are in, and nobody leaves — nobody leaves the school, nobody comes into the school.” Hamilton continued that once everyone is locked in the classrooms, an administrator is teamed with a “law enforcement officer,” and “they bring the dogs in and have the kids come out and line up against a wall. The dog goes in and they close the door behind, and then the dog does its thing.” Although situations arise that make locking schools down appropriate, it seems a bit much during routine checks for drugs on a campus, and in Vista Grande’s case, this drug raid was highly unusual.
The public information officer for the Casa Grande Police Department (CGPD) said the raid’s operation comprised four “law enforcement agencies” including CGPD, Arizona Department of Public Safety, Gila River Indian Community Police Department, and Corrections Corporation of America (CCA). Three of the participants were legitimate law enforcement agencies, the corporate prison guards however, were not members of law enforcement or a public agency; they were private prison guards. CCA is the nation’s largest for-profit (private) prison corporation and their presence at a high school “drug sweep” is strange, and an outrage, and despite CGPD’s opinion, they are not part of any law enforcement agency.
The program director of the Tucson office of the American Friends Service Committee (AFSC), Caroline Isaacs, said that “To invite for-profit prison guards to conduct law enforcement actions in a high school is perhaps the most direct expression of the ‘schools-to-prison pipeline’ I’ve ever seen.” Isaacs’ organization advocates for criminal justice reform and she remarked that “All the research shows that CCA doesn’t properly train its staff to do the jobs they actually have. They most certainly do not have anywhere near the training and experience, to say nothing of the legal authority, to conduct a drug raid on a high school. It is chilling to think that any school official would be willing to put vulnerable students at risk this way.” There may be legality issues with allowing private prison guards to conduct a drug sweep at a public school because the Arizona Administrative Code (AAC) says that for an individual to engage in duties of a peace officer, they require certification from the Arizona Peace Officer Standards and Training (POST) that qualifies police officers, constables, marshals, Dept. of Public Safety personnel, and community college and university police to serve as “law enforcement” officers. In fact the AAC says, “a person who is not certified by the Board or whose certified status is inactive shall not function as a peace officer or be assigned the duties of a peace officer by an agency.” Apparently in Arizona, corporate profits supersede requirements to serve as a “peace officer,” especially when dealing with public school students.
There is no provision in the AAC for a corporation’s employee to serve as a peace officer, but as benefactors of taxpayer-funded criminal justice system, it was important for Arizona to assist conflict of interest and ensure that CCA make a profit. CCA’s interest in the criminal justice system is the polar opposite of real law enforcement whose primary interest is public safety unlike CCA’s profit-oriented motivation, and it takes on another level of outrage when considering that CCA was co-chair and member in the American Legislative Exchange Council’s (ALEC) now-ended Public Safety and Elections Task Force. The ALEC task force was behind the voter ID laws and Stand Your Ground (Castle Doctrine) model legislation rampant in Republican-controlled states.
During CCA’s tenure as member and leader of ALEC’s Public Safety and Elections Task Force, they were instrumental in pushing three strikes laws, truth in sentencing, and mandatory minimum sentencing guidelines based on ALEC model legislation devised in conjunction with a division of the NRA (CrimeStrike). It is no coincidence that America witnessed an explosion in the number of incarcerated Americans after the ALEC-NRA CrimeStrike legislative activities, and interestingly, ALEC also pushed model legislation for greater law enforcement presence on public school campuses, and mandated tougher sentences for offenses in so-called “drug free zones” like public schools. It is extremely difficult to NOT see a direct correlation between CCA’s prison guard presence at a public high school “drug sweep” and their advancement of ALEC’s agenda to create a bigger prison population for their member, Corrections Corporation of America. Although the ALEC Public Safety and Elections Task Force is discontinued, the Arizona high school drug raid illustrates the damage of allowing the corporate prison industry to influence the legislative process that is affecting the nation’s population; especially students.
There is a reason it is a bad idea to privatize any part of the government or its agencies, and particularly when corporations write laws to benefit their industry. A naïve person might believe Republicans passed ALEC’s model legislation expanding the prison population out of concern for public safety, but members of ALEC (Republicans) also voted to award contracts to Corrections Corporation of America, so they knew they were passing corporate authored legislation that provided the corporation with a steady supply of income in the form of prisoners. If any American thinks Republicans, champions of privatization, would not privatize every part of the government and then pass legislation to benefit corporations is a buffoon and a fool. For over three decades the GOP has worked solely for corporate interests in every industry from agriculture to the military, so the idea that Arizona legislators passed legislation to provide prisoners and increase profits for Corrections Corporation of America is nearly as certain as their prison guards were impersonating law enforcement officers and terrorizing public school students. If Arizona’s leaders, and the students’ parents, had a modicum of sense they would call for an investigation into the Casa Grande police department, Corrections Corporation of America, and the principal who subjected the students to a lockdown worthy of a high-security prison, but not a public high school.

I read a few weeks ago that crime ridden Camden NJ is talking seriously about completely firing all their public safety officers & replacing them with a private security company from the top down. Given the lack of experience, training & ethics of these companies, it’s a recipe for disaster. And of course, the rationale, on the surface, is to save money but in reality they’re just furthering the GOPTP agenda by getting rid of all union workers.

“Conservatives” should understand that the purpose of a for-profit company is to make a profit, so if you turn public functions over to them, they will execute those functions so as to make a profit.
CCA makes money on every prisoner, so they want more prisoners. They made money on this raid – undoubtedly their staff was paid by the state to participate with a substantial markup – and holding high school kids prisoner for a few hours is a pretty low-cost, low-risk way to make money. For example, if each fake cop is paid $10 an hour and CCA billed Arizona $50 an hour, CCA’s motivations are obvious – someone ought to FOIA their contracts and do the math. It’s even more profitable if the fake cops can find or plant some evidence so high school kids get shipped to CCA facilities for processing. Extra points if they can provoke a kid into resisting the abuse and get arrested.
Best of all, kids are legally required to go to school so if parents want to protect children from fake cops, there’s nothing they can do.
No wait … the VERY BEST part of this is habituating the children to being abused by men in uniform. Once they learn this is normal, CCA and its ilk can do whatever it wants.

Although according to the Arizona Constitution, Jan Brewer IS term limited, it is being discussed that she plans to try and find a way around this.
Our Constitution clearly states that no individual may run for more than 2 terms even if one of those terms “finished another Governor’s term”. Brewer came into office when Obama grabbed Janet Napolitano – our Governor.
Brewer was elected to a second term.
Therefore she cannot LEGALLY run for office again. But she’s going to try to challenge our Constitution because she is just a great American and a fine human being (yeah right).
Stay tuned for updates because she is going to go ballistic. She will be challenged on this power grab.

Arizona is a horrible state, the citizens must be crazy, to re-elect the dirt bag Sheriff joe Dickhead, anytime you hear of someone losing their rights, it’s always in Arizona, I consider Arizona the shit hole of America, I feel this way for good reason, because the citizens that elected Sheriff joe, enjoy the crueltly he does to the people in his jail, he actually brags about feeding the prison dogs, better than the humans, we can’t forget this is a jail, not a prison, the people he inflicts his cruelty on, are not convicted criminals, they are alleged criminals, that have not been convicted of any crime, yet he treats them all as guilty and takes pride in being mean and cruel to them. I hope the justice dept finds out, just how corrupt Joe is and he gets to spend some time wearing pink underwear and living in a tent in 100 degree weather. Sheriff joe runs around like he some sort of mafia godfather, except the mafia has some honor, Joe the dick, dosen’t. The citizens of Arizona need to get a clue, and elect people with honor and integrity. as far as having half-assed corrections officers conducting searches on young teenage girls, this could never lead to some trouble, I mean these prison guards have no training in dealing with public school students, I see many lawsuits in Arizona’s future. Bottom line Arizona has one good thing, the grand canyon, everything else could fall off the face of the earth and would not be missed at all, especially Sheriff Joe!!

Actually not all of us in Arizona ARE crazy. Arpaio is the Sheriff of Maricopa County, NOT Arizona. He is also close to 81 and hopefully he will die soon .. he drinks like a fish, is overweight and most of us here do hate him. He is also probably demented and should not be holding public office.
Unfortunately he was re-elected. In Maricopa County.
Now that I have cleared THAT up, let’s get to the story. Casa Grande is in Pinal County – which has nothing to DO with Maricopa County and Sheriff Joe had nothing to do with this idiot raid. And NO I am NOT defending him.
If Kansas’ Kris Kobach had not been brought into this state to DESIGN and WRITE SB1070 – Arizona would actually be a pretty decent place to live.

Arizona was not always “crazy” nor a “red”; it has been a slow progression. A lot of it is due to the migration of two demographics: retirees with money* and Mormon’s who thought AZ, would be a good place to “breed”**
(*AZ now has lots of western region Canadian oil money yahoos coming in and buying up land/houses like they were going out of style)
(**Remember you-know-who’s-family that ran across the boarder to avoid getting arrested for polygamy?)
So you have a bunch of uber-conservatives from MichaWisaSotaCanuka who don’t really contribute much to the economy except pollution and excess body fat (yeah, I went there…) and more “breeding” young couples who can’t get jobs in Utah (oh yes, I went there too..)
So, the state has slowly been populated by these two “special needs” populations; Half of them live here part-time/families way too large to support. Heavier tax burden on the locals plus higher demands from these two groups who vote in “their own” (like Sheriff Joe who promises to keep the “other” away from their suburban trailers, RV’s, track mansions, private “tax-free” zones, like Leisure Worlds). AZ now has more suburban schools with pick-up trucks driven by nice, white, polite, repressed kids than ever before. AZ got your “crazies”!
That’s a good part of why AZ is red and turned into the boarder state arm-pit (also,retirees cross the boarder for drugs, medical care, dental care…why spend $$ in AZ?)
..did I mention McCain doing nothing for the state but bring in military contractors and foreign mining operations?

I know a few people from Arizona, and those I know are good people. However, the state has some unflattering distinctions such as nutty Jan Brewer, Sheriff Arapio, and the infamous fact-free Jon Kyl. The word that describes these actions is fascism, and I can only wonder what prompted these folks to do something so drastic and so inclined to promote distrust of law enforcement among kids who are among those who will be this country’s future. I traveled there a long time ago on a trip with family members, and got to see the sights. However, I have watched what the state is becoming from a safe distance, and I no longer want to spend a moment of time there.

This is why it’s important to make the distinction between the honest, hard-working reasonable-minded residents of Arizona and the whackjobs that have so much power. As I’ve said before, I have met a number of good people from that state, but with whackos like the sheriff, Brewer, and others, a lot of unwelcome attention comes your state’s way. I sincerely hope the day will come when people like those named above don’t wield the power that they do in your state. Good luck in your efforts to “clean house.”

From this article, Arizona isn’t that much different from Florida, and the comparisons that I’ve noticed are striking.
I wonder if Arizona, like Florida, sells itself as a place for bigots to retire to?
(One of my friends tells of the sorts of ads he sees for “Retire to Florida” in other states… and some of them are loaded with racist dogwhistle.)
We do have more Democrats than Republicans here (like 500,000 more), but from the state legislature makeup, you’d never know it.
(I think it almost a miracle that President Obama won this state!)

I’ve never understood why law enforcement is not entirely a public function. I was even surprised after 9/11 when the TSA was created to do airport security because I assumed all along that was public law enforcement. That said, it seems a no-brainer that if private security is going to be given the authority of the state then it must also adhere to all legal and constitutional requirements that restrict the action of the state since they are now after all state agents.

Arizona is a beutiful place with lots of great places to visit, and great winter weather.
It was, as NM, CA, CO, UT, OR and TX. Mexican territory, that was captured after the “Manifest Destiny” expansionist war. To end the war hostilities, the Treaty of Guadalupe Hidalgo was signed, giving the Mexican population, the right to their property,(was quickly lost to undue taxation, the right to continue business an deducation and all functions of government in Spanish.
To cut the Mexican population for being engaged in the policies of government, they have resorted to multiple dirty tricks not different from the Crow policies of the South.
The teachibg of Mexican heritage has been labeled subversive and the Tucson school district has been sued by the state for offering it.
The rednecks that have been arriving are even more virulent than in the past and more aggressive. If a rich kid is caught with a couple of joints goes to counseling. If a mexican or black is found next to time doing the same thing, they go to jail for minimun 3-5 years.
The private jails collect 52,000.00/per year per/ per inmate. Now, if you were an investor, would you not want to have more inmates in you jail?
