Republican Rep. Jack Kingston Introduced Sequestration as a GOP Reform in 2010
This is getting old, but Republicans are busy denying their relationship with sequestration, and so once again, we must delve into history for a reality check. While both sides signed the Budget Control Act, in which the sequester was housed, only one side has been pushing sequester as the Holy Grail of their ideology. Sequester, as a concept, is a Republican dream.
Yes, yet another Republican pushed the idea of the sequester and it’s on the record. Jack Kingston (R-GA) proposed sequestration in December of 2010. In his plan, meant to “destroy the infrastructure of spending”, Kingston wrote, “If Appropriators exceed the spending targets set early in the fiscal year under the Budget Act, automatic ‘sequesters,’ or across the board program cuts, would be imposed.”
The sequester is a largely Republican idea and has certainly been championed repeatedly by Republicans. The concept has its merits — that is, if the people elected are actually willing to compromise. But when a government is being strangled from within by rigid demagogues who refuse to bend, the Republican idea of sequester is sure doom. And that’s why Republicans are running away from their love affair with the sequester and pretending they never met her.
But history tells another story. There was Boehner’s (R-OH) proposal of the sequester, there was Paul Ryan (R-WI) hawking sequester as the holy grail of budgetary discipline, and there was Jack Kingston (R-GA) wildly touting sequester to the Wall Street Journal on November 29, 2010 (my bold):
… this week Mr. Kingston (R-GA) will present to Mr. Boehner’s Steering Committee a blueprint for action that shows he’s given considerable thought to changing the spending culture in Congress. (We’re posting his 18-page power point at OpinionJournal.com.) As a spending cut down payment, he has endorsed about $110 billion in rescissions from the fiscal 2011 budget, including billions in agriculture cuts, which is admirable given that Georgia is a farm state. (Better not tell subsidy potentate and Georgia Republican Senator Saxby Chambliss.)
At the heart of his reform plan is restoring the process of automatic spending cuts that prevailed in the late 1980s under the name Gramm-Rudman. In the 1980s deficits were the budget cut trigger, but Mr. Kingston would apply it to spending levels. If Appropriators exceed the spending targets set early in the fiscal year under the Budget Act, automatic “sequesters,” or across the board program cuts, would be imposed. When this process was in place in the 1980s, the deficit as a share of GDP fell to below 3% from 6%. Mr. Kingston says his goal is to reduce spending over time to 18% of GDP, down from 24% to 25% today.
Mr. Kingston says one of his main goals is to “destroy the infrastructure of spending.”
In theory, sequestration seems like a good idea, especially as proposed by Kingston who also sought to keep state representatives off of committees making cuts to their pork laden areas. Very clever.
In reality, the first problem is that no one wants to do that for obvious reasons and the second problem is that sequestration relies upon the idea that the threat of sequesters will force representatives to the table. As we can see from House Republicans (specifically the Tea Party caucus), they feel no inclination whatsoever to come to the table. Yet, Speaker John Boehner (R-OH) promised in his power point presentation that the “sequestration process is designed to guarantee that Congress acts on the Joint Committee’s legislation”; aka, that they avoid the trigger of sequestration by coming up with a replacement bill. Boehner can’t get his tea caucus to make any concessions, and that’s why Boehner is running around like a chicken with its head cut off, trying to blame Obama for the sequester.
Republicans do not want the defense cuts and Democrats worry that the cuts will threaten hundreds of thousands of jobs (in addition to harmful cuts to the vulnerable and our armed services), especially in a recession. The CBO doesn’t want the sequester because they fear it may not only hinder our recovery but also make thing worse.
And yet, Republicans are unwilling to negotiate. They want their spending cuts with no revenue. They say it’s their turn, but months ago they admitted that they got over 2 trillion in spending cuts from Obama. Then Obama got some revenue. Now it’s time for both. It is irrelevant if Obama proposed the sequester in order to appease Republicans, who were holding the economy hostage at that time (had they not done that, we would not be here arguing over whose idea this was), or if Republicans proposed it. What matters is that it is a Republican idea, it’s here, and now no one thinks it’s a good idea and yet Republicans refuse, once again, to compromise.
Compromise is not a part of the modern day Republican Party, and so we’re headed to the disaster that the sequester holds for us. No matter what Republicans say, one thing is a fact: The people championing sequestration have been Republicans. That is, until they got it.
This would lead logical people to question if all of their ideas are only good on paper, and also to wonder if their party can’t handle getting what it says it stands for, what now. Meanwhile, Rome will burn.

I often wonder if those in government in the GOP(gods of poverty) know that the internet exists and that what they say will come back to haunt them. Obviously they are not aware that many in our country have good memories and we know how to use the internet to research and to confirm facts. Its obvious to all except the ‘fox news zombies’ what is happening and who is at blame and its very much the GOP with their rhetoric of austerity so they can finish selling our government to their owners. We the people need to stop them, and that means up swellings of people coming together and combining our voice to reclaim our government before they finish the sale.

Well all the post on this page were quiet interesting. 1. Lets sale the government to anyone, cut it by at least 50%. 2. Make it where each person receiving either food stamps, housing allowance, or any person, other than within the 90 day unemployement payments have to report to a welfare office twice a week for a work assingment inside the community, like cleaning court house, ball fields, side of the roads, something to defray the cost to the tax payers. 3. Update the tax code so everyone has skin in the game equally, thats a fare share! 4. Put term limits in place for both houses. 5. Close the Dept. of Education and return it back to each state. 6. Close the borders… 7. Form a budget for the country and live by it.. 8. Open all public lands for drilling and remove our strangle hold on energy. 9. Defund and abolosh obamacare, and last but not least 10. Impeach the thug that is currently in the white house that is obviously a no-account Socolist…

Here in Tennessee they want to close all public schools in favor of private or charter schools on vouchers that teach nothing but religion and a little english. On our dime.

I am trying to figure out what is in it for LIBERALS to lie to cover incompetence. This is a perfect example. In the PoliticsUSA yesterday there was an article, No Harm, No Foul as Rich Folks Have No Reason To Fear Sequestration, that clearly stated
“Obama did indeed propose the sequester, but rarely is the whole story told. The President’s decision was in reaction to House Speaker John Boehner’s demand that the debt limit increase be matched by equal cuts in federal spending. Obama proposed the sequester assuming that something so inhumanely repulsive would surely drive Republicans to the bargaining table”.
Somebody isn’t reading this stuff. More importantly, if you follow the link back to the original WSJ article you find the following,

The “Sequester” proposed by Kingman in 2010 was a different flavor than that proposed by Obama in 2011.
All of our POLS, DEM and GOP are responsible for not agreeing to spending cuts. Why are LIBERALS working so hard to absolve Obama from any complicity in the process?

I think you don’t understand our positions.We don’t say there shouldn’t be spending cuts.We are saying you cant cut your way to prosperity and getting are books in order shouldn’t fall on just the middle class and people who can least afford it.Why do you want to protect the rich?I can understand if you want to buy that 4th summer home but I don’t believe your federal taxes have gone up but come or hell or high water you will man the ramparts to the very end.
Furthermore austerity does not work. Economics is a social *science*. Can we base future economic decisions on math?You probably still believe in supply side economics and histoy prooves it does not work.What works is the government spends to put people to work.First you create more taxpayers to help pay the debt down and second you rebuild the country infrastructure.I know people say, well private companies can do it.I don’t see any private companies building roads or bridges.And when they do take on big projects guess ,who on the front end with subsidize them?The taxpayers that’s who.
Don’t believe me?Research what the government did to the lead up to the great depression in every country and you would find they did exactly the same thing that austerity hawks are doing now.How did that work out for them?

Ok thank you for sticking around.Does kingston have anything to do with where we at today?No.Now lets look at the facts to as why the President propose it.Shit, I am getting tired of doing this.During the debt ceiling crisis in 2011 the republicans had refused to raised thus shirking their constitutional duties to do so.The President offered a grand bargain that on the left we went ape shit over.Boehner turns down the grand bargain instead they agreed to the Budget Control act of 2011.In that agreement there was a commission to come up with balanced cuts and revenue.It was know as Simpson Bowles.In case they didnt come to agreement they put in a poison pill aka the sequester at the Presidents request.Boehner walks out and proclaims I got 98% of what I wanted.The left went past ape shit to total zoology excrement crazy.Paul Ryan who was on the commission led a walk out of the commission so there was no agreement.Boehner refuses to negotiate or he knows if he does the teabaggers would tar and feather him.I go with the second one.So since no agreement we have the sequester and if I have to through this one more time I am going to do this img29.imageshack.us/img29... As to THE Sequester, I agree that it was Congress, DEM and GOP, and the POTUS that have failed us. As far as I am concerned, Sequester was a ploy to get past elections. So we start again. Obama wants MORE taxes and again only on the top 1% and GOP is still waiting for cuts.
One other aside, Obama introduced “The 10-Year Impact” of budget cuts. The net is that we look at a $1.2T reduction for example and think that is a big deal when, in fact, it is $120B a year and relatively insignificant. That is deceptive.
Our inability to cut 2% of a $3.7T budget, $89B, when our deficit has been over $1T a year does not bode well. We are still living well beyond our means. I am not sure what you call that. I call it irresponsible.

Bush was bad. I agree. Obama is the current POTUS spending beyond our means. He started with a $1.8T deficit and LIBERALS are proud to say he has reduced that more than any POTUS in history. Yeah! We are down to $1T deficit and Obama has had 4 years with at least $1T in deficit. Bush’s deficits never exceeded $600K.
We can’t change yesterday. Let’s focus on today. The we MUST fix the deficit. Only then can we start attacking the $16.5T debt that we have.

Kingston should be careful… he has a real scandal here in southeast Georgia with is association of disgraced judge Amanda Williams. He thinks it wont hurt him in a US Senate Race… he also has a long voting record that shows him to be a flip flopper and not in touch… not surprised he was part of that Sequester deal.. the country shows it was a STUPID Idea and will hurt anyone attached to it. he is as partisan a HACK as can be anywhere….

I continue to have faith that Congressman Kingston’s heart and mind are in the right place. I hold this view because of his number of years in the House. He knows the “game” and consequently should understand ways to play effectively, i.e. do away with “pork” or limit ways “pork” finds its way into every piece of legislation. We need to start limiting the activities that have been going on in government that are allowed to continue just because they have been there for so long. There are enumerable activities that exist because they have been there for so long or because they are some Legislater’s pet. These are little things, but maybe they will give courage to others to deal with the big things like a bloated Defense Department, entitlements, petroleum and agriculture subsidies, and many others. Go get them Jack!!!!

Bush’s budget may not have shown amounts over $600 BILLION, but at the same time, the National Debt was climbing much faster. Funny how the numbers don’t match up. Bush’s last two budget years were over a trillion. Obama added a couple hundred billion to Bush’s last budget for stimulus. The 07-08 fiscal year had over a trillion in debt added. The 08-09 Bush’s last budget which Obama modified slightly was over 1.8T. the main drivers of this was reduced revenue because of a crashed economy and increased safety net spending for the same reason. We still have those factors because any proposal that would help the economy was blocked by the republicans in the senate. Republicans forget the great fiscal condition the country was in when Bush took office. he managed to turn projected surpluses into massive deficits.
So, Now we have Obama with a depressed economy keeping tax revenue down and safety net cost still elevated. Add to that legacy costs from the wars Bush started. We will be taking care of wounded vets and surviving families for the next 50+ years. Although, I’m sure the Republicans will search for ways to trim those costs. (chained CPI is the current proposal)
Corporations used to contribute 40% of tax revenue. Last I remember, they current corporation percentage is around 13% of total federal revenue. If we really want to get our house in order, we have to make it where the biggest, most profitable corporations pay a fair tax rate. Let’s also make the Mitt Romney’s of the world pat at least the same rate as a self-employed plumber.
