14 Felonies Later, Gov Rick Scott Wants Taxpayers to Fund His Clinics
Florida Republican Governor Rick Scott better hope his wife doesn’t leave him any time soon.
Scott transferred 62 million dollars in Solantic stock (a chain of healthcare clinics) to a revocable trust in his wife’s name after he got elected. Now he’s passing a bill that will hugely benefit Solantic. He calls this privatization, which might ring a bell for you since Republicans have been singing its high praises ever since they discovered government contracts (i.e., socialized profits for their private companies, aka, welfare for the wealthy). Basically, your tax dollars will soon be going directly to Rick Scott’s wife’s bank account if his bill passes.
Perhaps in Republican circles, transferring your stock options into your wife’s name is distancing yourself from your personal profit. Sure, Republicans hate to empower a woman like that (hence, the trust is “revocable”), but it’s either give the stocks to her or heaven forbid, sell them just before you get into office and finally get to pass laws to enrich yourself, aka, the “Medicaid Reform Law.”
It sounds so Foxian, so “competition-oriented” – so “clean out government waste and fraudish.” Scott’s “Medicaid Reform” would give private health care companies unprecedented control over the government health care program for the poor, expanding on a pilot program started in Florida in 2005.
Mother Jones reported that the privatization pilot program was a total bust and caused huge delays in healthcare for patients:
According to a 2008 study by the Georgetown Center for Children and Families, participants experienced huge delays and restricted access to necessary treatments, says the center’s co-executive director, Joan Alker. Patients found the new system bureaucratic and confusing—and HMOs were prone to dropping out without warning. Dr. Aaron Elkin, president of the Broward County Medical Association, recently declared the program to be a failure. And Medicaid patients don’t have much better reviews. “It has taken four months to get a biopsy on a throat cancer due to the impediments placed by the HMOs for authorizations,” one participant in the program told NPR.
Gosh, that rings a bell, doesn’t it? These are the sorts of problems the Republicans claimed government healthcare would cause. Working with the SwiftBoat folks, Scott created the astroturf movement “Conservatives for Patient’s Rights” to oppose the Democrats’ healthcare reform act on the basis that it would be a “takeover” by “Washington bureaucrats” who would force patients to “stand in line” for care (also known as waiting 4 months for a throat biopsy).
And yet, these exact problems were caused by privatization. Perhaps it would be fair for us to call Scott’s privatization bill “Death Panels for Profit.”
Scott’s company, Solantic, does not take Medicaid, but they do business with private Medicaid HMOs. There are 32 Solantic clinics around the state of Florida, and they are growing rapidly – looking to do an IPO any day now. According to Scott’s female partner and former TV anchor, Solantic is the fourth largest clinic in the country.
In the 1990′s, Scott headed Columbia/HCA Healthcare, the largest for-profit hospital in America. Under Scott’s leadership, Columbia/HCA committed major Medicare fraud. They had to pay the government 2 billion dollars in settlement fees and interest, which made it the largest fraud case in history. The company was found guilty of systematically over-billing the taxpayer for services. Scott was forced to resign just before the judgment came down and Dr. Thomas Frist Jr., brother of U.S. Sen. Bill Frist, R-Tenn., was brought in to replace him as chairman and CEO. Feel better yet?
Forbes reported that HCA “increased Medicare billings by exaggerating the seriousness of the illnesses they were treating. It also granted doctors partnerships in company hospitals as a kickback for the doctors referring patients to HCA. In addition, it gave doctors ‘loans’ that were never expected to be paid back, free rent, free office furniture, and free drugs from hospital pharmacies.”
Rick’s stewardship in one of the FBI’s highest priority white-collar crimes brought fraud not just to Florida, but also Texas, Georgia and Tennessee, in case you were feeling left out. This is what Rick Scott calls the competitive “free market.” And they wonder why we need regulators and we wonder why they don’t want them. Not to worry, though, Scott was paid $9.88 million in a settlement for being forced to resign as CEO, and he also left owning 10 million shares of stock worth over $350 million.
When Republicans tell you that private hospitals will be more “cost efficient,” they meant they are more cost efficient for the private company that has a deal with the government to get their hands on your tax dollars while denying services to the needy that you pay for. When they tell you these CEOs deserve their pay because they are “job creators,” it’s fair to ask just who paid for those jobs. When Republicans tout themselves as pro-business and claim that running a state or the country is like being the CEO, it’s probably best to look into their background and see exactly what they did with that company they ran. If they, like Scott, ran a company that admitted to committing fourteen felonies, you might want to think twice before turning your state’s coffers over to him.
A few years after the major fraud debacle, Scott started Solantic, a chain of urgent cares that quickly became one stop shopping for healthcare, sort of like the Wal-Mart of healthcare (an irony here is that urgent care clinics have grown as people are not able to take time off of work to see their regular doctors). Then Scott ran for governor, won, and refused to sell off his stock options or exclude his company from profiting from his legislation. Cue the stock transfer to his wife.
By the way, Solantic is currently under investigation by U.S. Department of Health and Human Services for alleged Medicare fraud.
Do you want to turn your healthcare decisions over to a man who already had to step down for Medicare fraud once? I mean, do you think he has your best interests at heart?
Do you think anyone who stands to make a profit from not giving you services and who has already proven that profit rules his ethics and morals will suddenly want to do the right thing? Does it scare you when I say that Scott’s bill puts a “hard cap” on what these “private companies” can spend on their Medicaid patients? In other words, it’s not going to be about what you need anymore, but about what they can afford to give you within their profit model.
Leave it to a Republican governor to put a cherry on the insult. Scott signed an executive order ordering drug tests for state employees. And wouldn’t you know it, drug tests are one of the more popular services provided by Solantic. He’s also suggesting they do the same for welfare recipients.
“Floridians deserve to know that those in public service, whose salaries are paid with taxpayer dollars, are part of a drug-free workplace,” Scott said in a statement. “Just as it is appropriate to screen those seeking taxpayer assistance, it is also appropriate to screen government employees.”
Big daddy is in the house, and he’s cleaning up government fraud and waste by those awful, horrible, lazy, entitled state workers and the welfare bums won’t get away with it anymore! In other words, keep your eye over here, on the state workers and the welfare recipients while Scott dips his hands into the wide-open cookie jar of your tax dollars and just takes what he wants. After Enron, our non-activisty supreme court ruled that enriching oneself at the taxpayers cost is not illegal. So technically, Scott’s theft of the taxpayers to enrich himself is not prosecutable this time around.
No wonder he ran for office.
Florida does, however, have an ethics code that supposedly prevents them using their office for private gain. Scott spokespeople led voters to believe that Scott would recuse himself regulatory decisions that might impact his single largest financial holding, Solantic, since he refused to put the stocks in a blind trust.
Speaking of money, those drug tests will cost 2-3 million a year for taxpayers, plus the costs of the inevitable litigation. But it’s worth it, Scott’s administration assures us, for the peace of mind that your tax dollars won’t be paying for some drug addict to have a job.
Again, no need to concern yourself with Scott’s fortunes, as he owns a stake in S&S Family Entertainment as well as having been tied to Fox News via WebMD and Fit TV. Color yourself shocked. You might also like to know that Solantic has been subjected to numerous employment discrimination suits, stemming from an alleged Scott policy of not hiring overweight or elderly people. Also, Scott was once business partners with George W Bush.
And we wonder why things aren’t going well in Florida….
It seems that nosing into private healthcare decisions and playing hall-monitor to state employees is what Republicans do best. Of course, they do this best when they’re using your tax dollars to enrich their cronies and themselves.
If Scott wanted to put his money where his mouth is, he’d issue random drug tests for his doctors and nurses at Solantic, as well as monthly independent audits of the books. We can’t be too careful, after all. We have a known fraudster at the helm in Florida and he’s turning taxpayer money over to his private company. Kinda seems like we better keep an eye on him.
And he’d better keep an eye on his wife.

I’ve no idea what the state of our law is now that we’ve been through so many Republican administrations, but I can recollect when a revocable trust didn’t count as relinquishing control. A lot of sandsuckers are having regrets over voting for this guy. I didn’t vote for this guy, but I’m sorry they did. So are they. People are talking about impeachment, and though we’d normally say lotsa luck with this legislature, there are plenty of state legislators, Republican as well as Democrat, who are pissed off that he kept them from bringing high-speed rail, along with its money, jobs, tourism, growth, and votes from their districts. A federal prosecution would light their fires, baby.

On the Rachel Maddow show one night, she said this man cut funding for education, health care, and infrastructure by approximately the same amount in cuts he gave to corporations in Florida. The Tea Party governors are making a much more compelling case against themselves with their actions than the Democrats ever could with written or spoken words. If people can’t see by now that this is not about balancing the budget, but about rewarding corporate masters at the expense of constituents, then they are beyond hope.
The only thing that wakes such people up is if these policies hit them where they live.

was raising a blank check to give to the banksters. Our government tax monies to the corporations. Sounds familiar. Now we have a branh of teh tea perty exclusively upper class. There is no doubt in my mind, I bet my money i am right about it.!
Time for all the experienced state workers and locals to leave Florida if this guy stays in there. If we can not remove him from office then we will see things get even worse!

This is a huge profit scheme for Scott and his buddies in the private healthcare industry. I hate that the FL voters shot themselves in both feet back in November, but as I understand from reading The Reid Report, Scott cannot be recalled, and I’m not sure whether enough of the republican legislators will back a call for his impeachment. This move by Scott plus, losing the funding for high speed rail and the jobs it would have created must be a bitter pill for voters and the legislators who wanted it to swallow.

How Scott got elected is as follows: The Independent, Democratic, and intelligent Republican votes were split between Charlie Crist (Ind.) and Kendrick Meek (Dem). Neither of them would back out so the other could win over Scott. It’s like what happened when Ross Perot or Ralph Nader ran for president. Perot pulled votes away from George Bush Sr. and Ralph Nader pulled votes away from Al Gore. Scott also used his own millions to make commercials that dumb people in FL believed. We who live in big cities, like Miami, Ft. Lauderdale, or Tampa forget that FL is a backwoods southern state like the rest of the south. There are small towns in FL that you feel like you landed in 1950 all over again, and you don’t want to drive through them. The Republican majority in our state legislature is in lock step with Scott, so we will have to endure him for 4 years. We do have a grassroots effort going on for a recall. I already have the bumper sticker on my car.

No, that’s how Rubio got elected, but with Charlie Crist leaving the Governor’s mansion to run for the Senate, it’s easy to make the mistake. The Scott/ Sink race was close enough, it might have been votes by Diebold that made the difference.

Yes, I had a momentary lapse of sanity. I even went to see Alex Sink speak at a Democratic function in Broward and did some volunteer work on her campaign. I voted for Sink and I thought she would have been an excellent Governor. And Tea Party favorite Rubio is the one I was thinking about concerning Meek and Crist. I was thinking about this today, saying to myself – what the hell was I thinking when I was posted – was I drinking?

No, Karen, Rick Scott was not running against Crist and Meek. They were running for Senate against Rubio. Alex Sink, Florida’s Chief Financial Officer, was running against Scott for governor.
The final tally was Rick Scott: 2,619,335 or 48.87% of the vote, and Alex Sink: 2,557,785 or 47.72% of the vote. We tried to keep him out. His big money won in the end.
Please make sure you have your facts straight when explaining the loss.

Anyway I was ecstatic when the republicans and tea party candidates made it into office for the midterm. I, serious. ny the time the presidential election comes along, they will have effectively exposed their nefarious ways and trashed all gains made so far from the “W” debacle. All I can say is 2014 united president, congress and house! Im kinda enjoying sitting back and watching the whole messerschmidt implode and suck dirty air. Dont get me wrong Rick Scott should be in a place that’s dank and grey (graybar hotel) We need that $$ to go for kids education in Palm Beach county alone that doodoo pile cut 75 million form the already strained education budget but I do believe every dog gets its day….

Karen, Orlando is a major city in Florida, as well, and much more diverse than Tampa and Jacksonville, and less southern minded than you might think; however the people of Florida made a grave mistake (those who voted for Scott) and this mistake is going to hurt all of the people in the state of Florida. Impeachment won’t work and protesting his actions won’t work either. Rick Scott is a savvy criminal who has rubbed and greased up elbows with people in political power enough to know how to get away with billions upon billions of our tax money. Why did these people vote when they knew he was a bonified criminal? Well they wanted to send a message to Dems that regardless if the person who runs against him is better equipped at running the state and finances, this is who we are going to pick to send you all a message. Well we all have been dragged into his sess pool of mess, and we are all going to suffer the consequences. After Rick Scott is through with the state of Florida, it will be as if we have been hit by 4 constant seasons of relentless category 5 Hurricanes. I tell you, the GOP did a bangup job last summer of demonizing the President and his solid plans for this country…so much so that these hateful, greedy slugs are screwing the rest of us big time. How much is too much, GOP? How many millions do you need to suck out of the populace before you can retire on an island somewhere? Whatever happened to serving the people? I do think the GOP is going to find themselves on the business end of the skewer next election.

Yet they want for me to be ethical too and I am. Not all of the 3 branches of government. Well I am waiting for the big flare to occur knock out everything that these villans electronically move their money and also wipe out all their monitoring devices. Maybe the ending of the movie 2012 is appropriate for these evil arrogant people who are destroying us.

He doesn’t give a crap and that is scarry! He is letting the state prosecute that Samford guy for doing virtually the same thing with the “funded” airport hanger being disguised as a education building, I think? It had something to do with education and that is how it passed and now the representative is charged and scott is just letting it happen, sad!!!!

So what is new? About the only hard work Republican politicians do is shortening the direct line of cash from taxpayer to their corporations. WE saw this with the billions Cheney’s Haliburton “lost” in Iraq, the funneling of money to mercenaries like Blackwater/Xe in both Afghanistan and Iraq plus as embassy guards. I don’t see how anyone thought this set whether under the teabagger (or Tea Party) name or just as “capitalism only” GOP would be any different. The GOP does the same thing over and over yet the so called right and right leaning indie voters just keep falling for the lies. Some stupid is just too deep to fix.

Scott used his money to sway the old and scared people of Florida, his mom in ads saying “He’s a goood boy”.
Scott says he is a business man and will run the state like a company. He is doing just that. He need to recoup the $74 million he spent to buy the governorship with interest. How will he do it? Privatize everything! Sell it on the cheap to friends and good old boys then collect his “Finders Fees”Florida will look like the aftermath of a war. How and when are we going to stop this money weasel?

The real problem is that the Reps will stop all this just in time for the elections next year, then use their money to saturate the airwaves with commercials spinning it all to seem okay or better yet, somehow pinning this on the Dems. Dumb people will forget what they did because they can’t remember anything past the last commercial they saw and the Reps will grab even more power.
Citizens United doomed us all. It was their plan all along, to get the Supreme Court, not to overturn Roe v Wade, like they tell their sheep, but to hand it all over to the corporations.

Back when this charlatan was running for office and was pushing his proposal to drug test all welfare recipients and state workers I said that you could be sure he owns a business or two that stood to profit from mandatory drug testing. What a surprise. He does!

Rick Scott is a crook, plain and simple. Why the people of Floriduh would elect a crook to the Governors office is beyond me. Here is a man who was the CEO of a healthcare organization convicted 14 times of defrauding Medicare our of billions, a felony mind you. People, he was the CEO – he’s in charge. The fact that he states he “didn’t know” is bull. How can the Chief Executive Officer NOT know? All I can say is you get whatever is coming to you for making a stupid decision in November. Scott won because only 25% or the electorate voted. Even my mother , who is a conservative republican couldn’t bring herself to vote for a thief.I am an independant. I’ll vote for whomever will do the best job even though this state, Fl. has a closed primary. That is the only way the thief got as far as he did.If he refers to me as an “investor” one more time, i’m going to punch him in the face. If he’s not impeached, he will do irreperable harm to this state and then the next unlucky soul will have a dickens of a time fixing anything. This is already the most corporate friendly state in the union. In laying off all those government employies, he’ll be adding thousands to the unemployment rolls. He claimed thousands of new jobs, but he seems do be doing eveything to keep that from happening. All he wants is to make his companies as lucrative as possible. How many times can anyone remember a Gov. being booed at a baseball game? Not once, but several times. Rise up fellow citizens. Seewhat not voting got you. I hope all teachers voted. If not, hopfully next time . The “tea party” has become a special interest group an I thought we wanted them out of the capital because they don’t represent me or ANY ONE I KNOW. CAN THEM ALL! P.S. I want my social security back Rubio!!!!

P.S. Scott , you DON’T have a mandate. You have the result of an electorate that got tired of al the dirty lies. It’s a shame they still didn’t get out the vote. If they did, we wouldn’t be having this discussion and Scott would still be ripping off the tax payers and taking stimulis money that he doesn’t want the state to take.
