The Romney Effect: States Lose $39.8 Billion Due to Offshore Tax Avoidance
The need to close corporate loopholes became even more apparent after a new study revealed today that state budgets were hit collectively with $39.8 billion in lost revenue from offshore tax dodging in 2011, and corporations account for more than $26 billion of that lost tax revenue.
A study released today by the U.S. Public Interest Research Group, a Washington-based consumer group that also lobbied for the creation of the Consumer Financial Protection Bureau, determined that it’s not just the federal government that’s hit by tax dodgers like Mitt Romney. The states get hit, too.
In 2011, states lost approximately $39.8 billion in tax revenues from corporations and wealthy individuals who sheltered money in foreign tax havens. Multinational corporations account for more than $26 billion of the lost tax revenue, and wealthy individuals account for the rest…
Some of the largest companies in the United States use tax havens, including many that have taken advantage of government bailouts or rely on government contracts. As of 2008, 83 of the 100 largest publically traded corporations in the United States maintained revenues in offshore tax havens, according to the Government Accountability Office.
At the end of 2011, 290 of the top Fortune 500 companies using tax havens collectively held $1.6 trillion in profits outside the United States—up from $1.1 trillion in 2009—according to Citizens for Tax Justice.
Dan Smith, Tax and Budget Advocate for U.S. PIRG Education Fund and report co-author, explained that tax dodging is not a victimless offense, “Tax dodging is not a victimless offense. When corporations skirt taxes, the public is stuck with the tab. And since offshore tax dodgers avoid both state and federal taxes, they hurt everyday taxpayers twice. States should be using that money to benefit the public.”
In fact, here’s what that 39.8 billion dollars could buy us:
$39.8 billion would cover education costs for more than 3.7 million children for one year.
This sum is also roughly equivalent to total state and local expenditures on firefighters ($39.7 billion) or on parks and recreation ($40.6 billion) in FY 2008.
Wondering about those upcoming spending cuts that are so concerning to economists? According to this study, offshore tax loopholes cost federal taxpayers $150 billion each year, “which would be more than enough to cover the scheduled spending cuts that are set to take effect in just a few weeks.”
Senator Bernie Sanders recently revealed the 18 CEOs who took trillions in bailouts, evaded taxes and outsourced jobs. Given the fact that this country has spent the last four years pandering to Republican concerns over the deficit that they created while Rome burned for our citizens, it seems only right that we spend the next four years actually addressing the inequities in the tax code that not only add to the deficit, but also allow those with the most to do the least for their country.
Concerned about the deficit? Why not address that problem for real instead of using it as an excuse to make ideological cuts to the most vulnerable and to our country’s traditions like public schooling.
As Republican governors around the country threaten to cut needed services like Hospice in order to address their fiscal crises, they are ignoring that there’s a much fairer way to address the problem. How about if everyone who avoids paying taxes by shifting their money offshore starts doing their part?
We’ve asked the poor and middle class to suffer and give. It’s time to ask the tax dodgers to do their part for their country.

I say close all of the loopholes that allow the wealthy and corporations to avoid paying their fair share of taxes. If we had all sane individuals in Congress, we could make it illegal for any person/company to hold more than a certain percentage of his/her/its’ assets in foreign banks or outlaw the practice. If it were left up to me, I’d deport all of those with money residing in foreign banks. I’d give them a grace period to move their money back to the U.S. and if they refused to do it, it would be goodbye, so long, see ya later. Why should they be allowed to live comfortably here with millions/billions residing in banks in foreign nations? It’s a d@mn shame that 47% of Americans felt that tax dodging Mitt Romney was suitable to be POTUS. Had he been elected, he’d have been the first president in U.S. history to have multiple millions in offshore accounts while lying about how patriotic he is.

Thank you for this informative yet infuriating article. As an expat who files each year, I’ve done some research into the topic of US taxes, and I am aware of FATCA as a preventative measure to keep overseas tax evasion in check. I’ve recently read about other recommendations that States can adopt to curb offshore tax evasion. I’m curious to know whether these recommendations are currently widely used by States or if State governments are just beginning to understand this problem and how it affects their budgets. It’s very disheartening to think that hidden offshore capital is costing tax-paying American citizens at the local level. State budgets cover education, parks and recreation, and infrastructure. These three areas, among others, often take a hit first when there are budget cuts. I hope that States chase behind these individuals who are turning the rest of us into unintentional victims of tax evasion.

I don’t think anyone is commenting that tax evasion is bankrupting America. It would be very extreme and ignorant to make such an assumption. What this article is highlighting is that tax evasion does cost states money which contributes to budget cuts on a local level. And yes, I agree with you, spending is a huge problem!

we have recently seen how a lack of spending can influence our economy. And that was just in the defense field. Yes, tax evasion and our tax policies are really part of what’s bankrupting this country. All taxes should’ve went right back to Clinton era rates. There should have been no tax breaks for anyone.
Is very evident that spending on our own economy does not bankrupt us, it is literally holding us above water. The extra spending that we to does help to bankrupt us.

It was a central theme of Romney’s campaign that such tax loop holes be cut, but the media and so-called journalism reelected President Obama. Why hasn’t Obama done anything about it? Because he’s not a business man, and he can’t balance the budget. Obama’s projected to be a little under $1 trillion over budget if all goes well…..an off balanced budget of $1 Trillion!!!!!!! At this rate, the critiques of Romney’s plan will be better than his own reality.

Romney never gave one specific item that he would fill as far as loopholes. Not once. And he even had Paul Ryan going out and saying that he would cut all of the tax loopholes that Romney took advantage of. Except for the Mormon church that is.
It’s not Obama’s job to balance the budget.

Its pretty evident that the monied people of this country are not patriots. If they were they would not off-shore money. If they were patriots they would build things in this country. If they were patriots there would be no deficit. We would have full employment. Things bought at WalMart would say”Made in America”.
The tea party likes to call themselves patriots yet they have never said anything about people hiding money off shore. They only complain about paying too much taxes. They do not want to support our troops, they do not want to manitain VA hospitals. They do not want to maintain our highways. All they want is to copy the people who make things in Communist China and hide their money in off shore banks.

Let’s get our heads straight.
Law should not allow Corporations to move off shore to avoid income tax (completely) without paying some taxes if the business is operating in the USA then a certain amount of taxes must be paid no matter where the head office is.
Romney gave no specifics because that would not be popular during an election. You don’t hang out all the laundry. Romney would have closed loopholes for sure.
Obama people and the democrats cry about the problem but have done noting – especially when they controlled both houses.
Naturally, Corporations with the help of lawyers and accountants work to avoid paying the least amount of taxes.
Change the laws.
Republicians need to wake up or they will become extinct. Face common sense.
