Republicans refused to allow discussion of amendments that would have kept America safe and blocked Trump from opening the door for future Russia cyber attacks as part of the NDAA.

1). Amendment # 026
Kennedy (D-MA) Co-sponsor: Shea-Porter (D-NH)
Establishes the National Russian Threat Response Center to synchronize and analyze information pertaining to Russia from across the intelligence community, diplomatic channels, and law enforcement agencies.

2).Amendment # 213
Suozzi (D- NY) Co-sponsor: Meeks (D-NY), Shea-Porter (D-NH) Brown (D- MD) Faso (R- NY) Roskam (R-IL) Kinzinger (R-IL) Shimkus (R-IL)
Establishes within the Department of State the Office of Anti-Corruption relating to Illicit Russian Financial Activities in Europe. The Office will analyze financial networks of Russia that operate in Europe, coordinate with Secretary of Treasury to train US officers and diplomats, assist European countries to combat corruption, among other things.
3). Amendment # 228
Carbajal (D-CA)
Requests a report on Russian Federation’s subversive activities.
4).Amendment # 276
Lieu (D-CA)
Expresses a sense of Congress that President Trump’s refusal to outright defend United States democracy from Russia’s hacking of the 2016 United States election, one day before a meeting with Russian President Putin, undermines United States credibility, hinders deterrence, and challenges United Stands standing with key allies.
5). Amendment # 301
Gallego (D-AZ) Co-sponsor: Lieu (D-CA)
Expresses the sense of Congress endorsing the conclusions of the January 6, 2017 Intelligence Community report regarding Russian interference in the 2016 presidential election.

Sets limitation on cyber security information sharing with Russia
7). Amendment # 405
Beyer (D-VA) Co-sponsor: Rosen (D-NV) Torres (D-CA) Shea-Porter (D-NH)
States that none of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2018 for the Department of Defense may be obligated or expended to share intelligence, information, equipment, personnel, or facilities related to any cyber agreements entered into with Russia after 31 December 2016.
8). Amendment # 420
Boyle (D-PA)
Prohibits the use of funds for a joint cybersecurity unit with Russia.
9). Amendment # 421
Cicilline (D-RI)
Prohibits any funds from being used to allow cooperation on cyber security between the U.S. and Russia.
The Republicans would not even allow discussion on amendments that would block Trump from using funds for his cybersecurity cooperation with Russia. They also refused to block Trump from cybersecurity information with Russia. They refused to establish a Russian Threat Response Center, and they refused to condemn Trump for not defending the United States against Russian hacks.
They did allow a few amendments to be included that centered around informing Congress and providing better training to US personnel on combating Russian propaganda, but on the big central issue, Republicans continued to enable Trump to sell out the security of US elections to Putin and Russia.
