Non-citizens CAN get health care under Medicaid, when necessary, if they are in the process of getting a hearing for asylum ,but this represents a very small amount of people. If they don't get coverage, then what they do is go to an ER and the ER has to care for them and probably won't get paid for their work. This is why without the Medicaid subsidies, many rural hospitals are shutting down.
