Here was the exchange:
Q: What about president trump? Do you need president trump to be involved in this process, senator?
Collins: You know, the Senate is an institution of its own, and I think we should proceed on what we believe is the best route forward.
In other words, the last thing that the Senate wants or needs is Trump sticking his know nothing nose into their negotiations. Even if the Senate does come to an agreement to end the government shutdown, there is nothing to believe that the House or Trump would sign off on it. The Senate could make a deal and pass their agreement, which would put Trump and the House in the position of either accepting the deal or owning the government shutdown.
Trump has already killed two Senate deals on DACA, so it is easy to understand why Senators would want him nowhere near their negotiations. Trump does not know how to build political consensus toward positive outcomes. Trump only knows how to divide and destroy.
The Senate was always going to be the most likely of three pieces of this puzzle to make a deal to end the shutdown. The Senate wants to get a deal done to protect the Dreamers. The problem is Trump, and until Republicans get his signature on a piece of legislation, there will be no guarantees that the Jell-O president will stick to any deal that is negotiated.
The best chance to end this government shutdown will happen when Trump is nowhere near the negotiations.
