Trump’s base of support believes his whites are discriminated against rhetoric, so it makes sense that president with a tiny base of support that is the extreme right would pardon a man with a horrible record of racism and bigotry.
The easiest way to understand Trump’s actions is always to be aware that the bigots are his base. Trump won’t pardon Arpaio because it is good for the country. Trump will pardon Arpaio because it is a signal to his racist base that he is still their champion. Donald Trump isn’t governing the entire country.
