Kaitlan Collins of CNN reported:
I'm told the White House has prepared the paperwork for Trump to pardon former sheriff Joe Arpaio when he makes the final decision.

The White House has also prepared talking points for when it happens, including one about how Arpaio has served his country for 50 years. https://t.co/MtqdMD98eT

Trump’s base of support believes his whites are discriminated against rhetoric, so it makes sense that president with a tiny base of support that is the extreme right would pardon a man with a horrible record of racism and bigotry.
The easiest way to understand Trump’s actions is always to be aware that the bigots are his base. Trump won’t pardon Arpaio because it is good for the country. Trump will pardon Arpaio because it is a signal to his racist base that he is still their champion. Donald Trump isn’t governing the entire country.
The Trump presidency is catering to the top one percent, racists, and bigots.
Steve Bannon is gone, but the pardon of Joe Arpaio is a reminder that the real problem was never Bannon. The biggest problem has always been the racism and bigotry of Donald Trump.
