Fox News Sunday’s Chris Wallace got Trump economic adviser Larry Kudlow to admit that China does not pay tariffs, as Trump falsely claims.
Wallace said, “It’s not China that pays the tariffs, it’s the American importers, the American companies that pay what in effect is a tax increase, and often times passes it on to US consumers.”
Larry Kudlow answered, “Fair enough. In fact, both sides will pay. Both sides will pay.”
Wallace continued, “If it’s a tariff on goods coming into the country, the Chinese aren’t paying.”

Kudlow said, “No, but the Chinese will suffer GDP losses and so forth with respect to a diminishing export market and goods that they may need.”
Chris Wallace hammered on, “I understand that, but the president says that China pays the tariffs. They may suffer consequences, but it’s US businesses, and US consumers who pay, correct?”
Kudlow conceded again, “I don’t disagree with that. Again, both sides will suffer.”

Rep. Justin Amash (R-MI) has been the lone Republican voice in Congress who is making this point:
It is par for the course for a president who lost a billion dollars in a decade to not know how tariffs work. Trump thinks that the money is coming from the Chinese when it is coming from American businesses and consumers. Trump isn’t hurting China as much as he is hurting the United States. Farmers are going under due to China’s tariff retaliation. Farm equipment manufacturers are projected to lose 400,000 jobs.
Trump isn’t winning. America is losing, and even his top economic adviser can’t ignore the reality that Trump is lying about China paying tariffs.
