Sanders put out a statement to the press saying, ” It is a proposal that was made in sincerity by President Putin, but President Trump disagrees with it. Hopefully, President Putin will have the 12 identified Russians come to the United States to prove their innocence or guilt.â€
The Senate then voted:

Trump thought he had a fantastic offer from Putin, but the Congress and the American people have forced him to back down, as Putin will not get his way, and American citizens will not be turned over to Russia for questioning.
