Trump’s National Security Advisor, John Bolton, said in a statement that Trump would not be meeting with Putin again until the “witch hunt” is over.

Bolton said, “The President believes that the next bilateral meeting with President Putin should take place after the Russia witch hunt is over, so we’ve agreed that it will be after the first of the year.â€
According to NBC News, it is unclear exactly who made this decision:
Trump is running scared. The president is terrified of both Mueller and midterm election. There is no indication that the Mueller investigation will end by the beginning of next year. There has been no signal from the Special Counsel that the investigation is coming to a close, so this statement appears to be more wishful thinking by Trump and Giuliani that the Russia probe will be ending soon.
By citing the investigation in Bolton’s statement, the White House confirmed that they believe that there is political damage being done and they feel that even more damage will follow if Putin shows up in the Oval Office before the midterm election.
Trump is running scared. When push came to shove, the threat posed by Robert Mueller’s investigation caused the White House to back away from Vladimir Putin.
